Aim 1: To assess the availability of essential antihypertensive medicines at rural public health facilities in Uganda.

Aim 2a: To evaluate the occurrence and reasons for unfilled prescriptions of essential antihypertensive medicines at rural public health facilities in Uganda.

Aim 2b: To examine the association between unfilled essential antihypertensive prescriptions and short-term clinical outcomes among hypertensive patients in rural Uganda, stratifying by HIV status.
